Since 2003, the Marine Highways Cooperative (formerly known as the Short Sea Shipping Cooperative) has represented industry traversing inland and coastal waterways to promote and educate potential sponsors, service operators, and decision-makers on the benefits of using the US domestic waterways. Benefits include reduced congestion, added capacity to the nation's surface transportation system, air quality, fuel savings, highway maintenance and construction cost savings, and improved safety and security. As noted by the Federal Register Docket No. MARAD-2008 009, the Secretary of Transportation will designate corridors that fulfill the stated goals and objectives of HR6, the Energy Independence and Security Act of 2007. In addition, projects will be designated later in 2009/10 by which MARAD and cooperative personnel will facilitate the acquisition of existing funding sources including the Congestion Mitigation and Air Quality Program.
